Payroll managers need an annual W-2 packet that answers completion questions quickly. This guide focuses on the management record for the 2026 wage year, including filing and employee copies. Detailed EFW2 byte inspection belongs with the engineering release record, which the annual packet can reference.
Define what the annual packet must establish
Start with a one-page index listing wage year, reporting employers, employee population, filing method and the people responsible for payroll approval, agency filing and employee furnishing. Include the verified official dates and any applicable extension or relief evidence.
For 2026 W-2s, the IRS instructions give February 1, 2027 for SSA filing and generally employee furnishing. Retain the source with the packet so the deadline is tied to the correct year. A finished packet should let a reviewer establish what wages were reported, when each obligation was performed and which exceptions remained, without relying on someone's memory.
Preserve the approved payroll basis
Include the final employee population, payroll-to-W-2 reconciliation and explanations for valid differences from employment-tax returns. Save the actual final form totals and the version that received review. The IRS instructions call for retaining reconciliation information when amounts differ for valid reasons.
Connect special adjustments, benefit inputs and provider-transition records to the reconciliation rather than storing an unexplained total alone. Keep actual reviewer and review date fields, populated only after review. If a late adjustment creates another release, preserve both versions and identify which was used for filing and furnishing. An approval for a superseded draft cannot explain a changed final population.
Include agency evidence at the right level
Save the actual SSA acknowledgment, submission identifier, filing date and subsequent processing evidence. For electronic wage-file uploads, the SSA tutorial identifies the WFID as the submission reference and warns that preliminary success can be followed by a later rejection.
Where a provider handles transmission, obtain evidence that identifies your employers and filing population. An invoice for filing services is not an agency receipt. Link any rejection or resubmission notice to its response and later outcome. For paper filing where permitted, retain the actual filed copy and appropriate mailing evidence. Keep method-specific evidence instead of forcing every filing into an electronic-status field.
When a single provider submission covers several employers, retain an employer-level coverage schedule. Confirm your employer's population is actually included in the receipt's supporting report. A receipt for the provider's larger batch is useful only when that connection can be demonstrated.
Include copies and furnishing records separately
Retain the employee statement version and the evidence of paper or electronic furnishing. A print file proves what was prepared, while a mailing record establishes another event. For electronic furnishing, retain the applicable consent and disclosure evidence under IRS Publication 15-A, along with the actual furnishing record.
Add a returned-mail or inaccessible-account register linked to the affected employee copies. Record replacements and corrected statements as later events, preserving the original attempt. Keep employee-facing statements consistent with the approved payroll release. Do not assume the SSA acknowledgment supplies employee delivery evidence or that an employee's copy proves federal submission.
Use a practical naming convention and index
The following fictional packet uses a tax-year prefix, employer key and document purpose. These are internal naming examples, not mandated IRS filenames. Sensitive employee information stays inside restricted documents rather than appearing in folder names or shared URLs.

Put the actual artifact location and responsible custodian beside each reference. Test a few links before closing the packet; a polished index pointing to a departed employee's private folder is not useful evidence.
Set access, retention and exception ownership
IRS Publication 15 requires employment-tax records for at least four years and identifies returns, confirmation numbers and undeliverable employee copies among the records to keep. Certain credit records have longer requirements. Apply the relevant retention rules to the documents rather than assigning one convenient deletion date to everything.
The W-2 instructions also provide specific undeliverable-copy retention guidance and an electronic-reproduction exception. Keep sensitive records access controlled, with an authorized backup custodian. Record remaining issues with a next action and review date. An annual packet can be assembled while a later correction remains open, but its index must state that limitation plainly instead of presenting all obligations as finished.

Is a filing-service invoice enough evidence?
No. An invoice establishes a commercial transaction. Obtain the actual agency acknowledgment and processing evidence tied to the reported employers and population, plus employee furnishing records where the provider handles that service.
Should every employee W-2 appear in the public index?
No. Use internal references and restricted document links. The index should help authorized staff retrieve the forms without exposing names, SSNs or wages in broadly shared filenames and folders.
Can the packet close while a correction is pending?
It can record the completed original filing and furnishing facts while clearly listing the open correction. Preserve the pending case and next action. Do not describe the entire reporting obligation as resolved if material work remains.
Do electronic statements need supporting records?
Yes. Preserve the applicable consent and disclosure evidence and actual furnishing record along with the statement version. A PDF sitting in an internal folder does not establish that the employee was furnished it.
How is this different from an EFW2 technical packet?
The annual packet answers payroll management questions across filing and furnishing. It can link to a technical packet containing exact file bytes, mapping and validation. Those engineering records do not replace employee-copy or deadline evidence.
